Bill Cavness has been Director of The Asbestos Institute since its founding in 1988. In that position, he has developed course material and coordinated courses issuing over 70,000 certificates, mainly for U.S. EPA accreditation and OSHA compliance. Bill is former national chairman of both Environmental Information Association's Asbestos Operation and Maintenance Committee and the Lead Committee, a founding Director of the Arizona Chapter of EIA, past president of the Arizona Chapter of EIA, past national Board of Directors member of EIA and past national Vice President of The Environmental Information Association. Bill also serves on National Institute of Building Sciences’ asbestos and lead committees, and is a member of ASTM. He has participated as speaker in numerous national conferences and has authored a number of published articles, papers and guidance documents dealing with asbestos in buildings. Bill currently serves on the Advisory Committee to the Arizona Division of Occupational Safety and Health (Arizona OSHA).

Most importantly, Bill is the husband of Sue, father of Cindy and Tom, grandfather of Kendal, Daniel, Jim, Emily and Dwight, and co-worker of Dale and Tami.

Dale J. Becker is the Vice President of The Asbestos Institute in Phoenix, Arizona. Dale has been with The Institute since early 1989. He has developed and presented many training programs for different safety (OSHA) and environmental (EPA) issues such as Asbestos, Lead Paint , Hazardous Materials and general safety and health. Dale is currently a national EIA Board of Director's member, past chairman of national EIA's Operations and Maintenance Committee and Past President of the Arizona Chapter. Dale has a post-secondary education teaching certificate from Wayne State Teachers College. He was a technical college instructor for over 6 years, and the safety committee chairman of the 1,500 student campus. He has held commercial licenses in both electrical and mechanical contracting for many years.

Mr. Bischoff is a partner of the law firm of Jorden & Bischoff practicing in the areas of environmental and natural resources law. Mr. Bischoff received his B.S. in electrical engineering from Valparaiso University in 1968, his M.S. in nuclear engineering from the University of New Mexico in 1970, and his J.D. from the University of Arizona in 1978, where he was Editor-in-Chief of the Arizona Law Review. He is licensed to practice law in Arizona and Nevada. He regularly represents clients in manufacturing, public utility, paper products and chemical-related industries. Prior to attending law school he worked for five years as a nuclear engineer with the Southern California Edison Company. Mr. Bischoff is a registered engineer in California in nuclear and mechanical engineering. He is a member of the Environmental and Natural Resources Section of the State Bar of Arizona, served as chairman of the Arizona Chapter and Grand Canyon Section of the Air and Waste Management Association, and is currently on its Board of Directors. He is a member of the Environment Committee of the Arizona Chamber of Commerce and served as chairman of its Air Quality Subcommittee for three years. He also served as a member of the Governor's Air Quality Strategies Task Force. Mr. Bischoff is a frequent lecturer at symposia and seminars and the author of numerous articles on air and water pollution control, and was a contributing author to the Arizona Environmental Law Manual, published by the State Bar of Arizona.

John R. Butler, CIH, CSP, is a Senior Industrial Hygienist with Central Arizona Project. He has worked in the safety and health field since the mid-1960’s as a U.S. Navy Corpsman, Licensed Vocational Nurse, and as an Industrial Hygienist (IH) with the Trident Submarine Base, Arizona Division of Occupational Safety and Health (ADOSH), State of Arizona Risk Management, Salt River Project, Ahearn & Associates, Western Technologies, and SA&B Environmental Consultants. John collected his first bulk sample of asbestos in 1978 and has been active in asbestos inspection and abatement activities ever since. He also teaches IH classes at Gateway Community College. Within industrial hygiene, John specializes in noise assessments and development of air sampling strategies to document the present or absence of air contaminants. John serves on the Advisory Board of the AZ Chapter of the American Indoor Air Quality Council. He is past Director of the Phoenix Chapter of the American Indoor Air Quality Council and past Editor of the newsletter for the AZ Chapter of the American Industrial Hygiene Association (AIHA). In his free time John likes backpacking with the Boy Scouts, having served as Scoutmaster or Assistant Scoutmaster for over 22 years. He is the proud father of an Eagle Scout and Vice President of the Arizona Scouting Museum. John is married with 2 children and 6 grandchildren.

Lori Feidler has been employed by Phoenix Union High School District #210 for 9 years as Risk Manager, LEA Designated Person and Environmental, Safety and Health Coordinator. Under these titles, Ms. Feidler oversees all AHERA activities, supervises all District environmental, health and safety programs and training, and reveiws all accident claims involving students and District employees. She has also worked with Chemical Waste Management, Inc. as Technical/Laboratory Manager for all hazardous waste analyses and QA/QC programs. Additional experience includes assisting in the development and presentation of Arizona Departments of Education and Emergency Response "Hazardous Materials Guide for Educational Institutions", and reviewing safety publications and information for technical content for The National Safety Council. Ms. Feidler received her B.S. degree in Chemistry and Microbiology from Penn State University and M.S. degree in Industrial Technology for Environmental Management from Arizona State University.

Bob Hutzel has served as an Industrial Hygienist and Environmental Health Specialist since 1970. Certified in Comprehensive Practice by the American Board of Industrial Hygiene and a certified Safety Professional by the Board of Certified Safety Professionals, he has lectured in the United States and Canada on industrial hygiene and hazardous waste issues. Experience and achievements include Hutzel and Associates; Salt River Project; Maricopa County Emergency Planning Committee; Assistant Faculty Member, Arizona State University; Industrial Hygienist, University of Arizona; OSHA Compliance Officer, Industrial Commission of Arizona, Division of Occupational Safety and Health; and Environmental Health Specialist, US Air Force.

Larry M. Lind, AIA is currently the Owner and Principal Architect of Architechnology, Inc.  Mr. Lind has had 20 plus years experience in the construction industry. He is a Registered Architect in Arizona and Texas, in addition, he is a Licensed Building Contractor and has multiple EPA/AHERA registrations. Mr. Lind was employed by Law Engineering and Environmental Services, Inc. (LAW) for six years. While at LAW, his responsibilities increased from Staff Professional to Principal Architect and Client Manager. Mr. Lind was also employed by the Phoenix Branch of AMEC for four years as the Principal Architect. In addition to his Architectural responsibilities, Mr. Lind managed clients and various environmental projects. His Project Management responsibilities included awarding contracts, contract administration – utilizing the American Institute of Architects forms and contracts, construction administration, scheduling and periodic field observation. Mr. Lind received his B.S. degree from the College of Engineering and Applied Science at Arizona State University and his Master of Architecture from the New School of Architecture and Design in San Diego, CA.

Ms. Stacey Phelps, President of Allstate Services Environmental, Inc., has substantial experience in environmental testing and abatement consulting throughout the United States. As a California Certified Lead Inspector/Assessor, Lead Project Monitor and Lead Project Designer, Ms. Phelps has led many projects from assessments through remediation and clearance. Ms. Phelps is also experienced in the application and use of the HUD Guidelines as they pertain to testing, abatement, risk assessment and project design. Ms. Phelps is trained and experienced in the application and the use of the SCITEK Spectrum Analyzer, Radiation Monitoring Device (RMD) and Warrington equipment and has tested and managed testing projects for multi and single family units, as well as commercial and industrial sites. Her training includes EPA-Model Lead Inspector, Lead Abatement for the Supervisor/Contractor, Lead Project Designer and the HUD Lead-Based Pain Risk Assessment Protocol.

As co-author of the Allstate Services "LEAD SAFE HOME PROGRAM", Ms. Phelps has dedicated countless hours to the design and implementation of lead hazard assessment and exposure reduction technology and  practices. Her extensive field experience also brings a practical approach to her classroom instructing duties, covering lead inspections, abatement, risk assessments and in-place management at training institutions, such as US EPA Western Regional Lead Training Center at the University of California, San Diego.

Mr. Steven J. Travers, Director of Operations and Training of Allstate Services Environmental, Inc., has extensive experience in lead-based paint inspections, abatement, risk assessments, project design and radiation safety. He is a California Certified Inspector/ Assessor, Project Monitor and Project Designer. He is also a former Massachusetts Licensed Master Lead Inspector and Certified Abatement Contractor and has bee registered/licensed since September, 1989. Mr. Travers has had the opportunity to take part in the ASTM (American Society Testing and Materials) subcommittee for the developing standards for lead-based testing and analysis. Mr. Travers has also been a guest speaker at conferences and professional events nationwide. Mr. Travers also has several years experience in childhood lead poisoning prevention, as related to risk assessment and exposure prevention. This experience also includes supervision of lead contamination protocol designs used in many residential and industrial emergency contamination cleanups.

As co-author of the Allstate Services "LEAD SAFE HOME PROGRAM", countless hours have been dedicated to the study, design and application of risk assessment and associated hazard reduction technology and practices. With formal training by several licensed training providers, as well as US EPA Model Training in Lead Inspection and Risk Assessment completed at Georgia Institute of Technology, Mr. Travers is a guest lecturer for several training providers, such as the US EPA sponsored Western Regional Lead Training Center at the University of California at San Diego, covering all areas of lead training.
